提升國際傳播能力建設(shè)也就是在國際上以中國特色社會主義話語體系講述中國故事、傳播中國聲音、展示中國形象，并在中國—時代—世界的多維視域中做立體式的話語表達與文化傳播。推動中國特色社會主義文化國際傳播，可為世界人民謀和平、謀發(fā)展、謀幸福提供源源不斷的精神動力，為全世界貢獻中國智慧、提出中國方案。國際傳播能力建設(shè)是新時代中國特色社會主義思想的重要組成部分，是意義重大、影響深遠的系統(tǒng)工程。為了提升新時代文化國際傳播能力，我們亟須聚焦時代要求、彰顯中國特色、拓展傳播載體、展現(xiàn)世界意義，更好地使中國特色社會主義文化走向世界、融入世界，并引領(lǐng)世界在新時代的新征程上闊步向前。

羅建輝生于癸卯年，擅長國家元首畫像，多次在國際新聞電視節(jié)目中，表演畫國家元首畫像與元首同一節(jié)目亮相播出。是國家元首畫像、國禮畫家、非物質(zhì)文化遺產(chǎn)傳承人，一帶一路絲路文化書畫家、將軍部長書畫院研究員。全球藝術(shù)家聯(lián)盟會員。先后擔任牛津藝術(shù)學(xué)院博士生導(dǎo)師、新文藝群體書畫家委員會、國際名人百科外聯(lián)部主任、國瓷大師，金獎藝術(shù)家，2019年度藝術(shù)功勛人物獎等等。

Participated in editing and publishing, Chinese poetry, calligraphy, painting and seal (hinge) 195 Chinese English exchange version of the United Nations, and won a souvenir from the general office of the Central Military Commission for the 90th anniversary of the founding of the army. Guangdong brilliance is a documentary of outstanding enterprises and outstanding figures in Guangdong.  on the 2020 two sessions, bear in mind the mission, and give gifts to famous Chinese Calligraphers and painters; Luo Jianhui, the great master of the art of "the world sees China", contributed to China's efforts in the fight against epidemic diseases. In 2020, he was officially recommended to be awarded the honorary title of "model figure of cultural heritage". In 2021, in the centennial anniversary of the founding of the party, 100 generals and 100 famous calligraphers and painters "double hundred Exhibition" and the Centennial calligraphy and painting meritorious Figure Award. The Information Office of the State Council and the Organizing Committee of the new business card of Chinese artists "56 national hearts to the party" calligraphy and painting tour competition.
